What this means in Whitby
The pricing ranges in this guide reflect Ontario-wide data, but Whitby homeowners should account for Durham Region market conditions when budgeting. Labour rates for licensed tradespeople in Durham Region — fully WSIB-covered and carrying minimum $2M liability insurance — sit at the upper end of provincial ranges in the GTA. The most meaningful cost variable is rarely the hourly rate; it's whether the work is done correctly the first time.
Whitby's rapid suburban expansion — particularly in Brooklin's large new subdivisions — has established a strong base of 2000s–2020s detached homes whose owners increasingly invest in landscaping, home automation, and premium interior upgrades.

Do You Need a Permit?
In most Ontario municipalities, a fence under 2 m (6.5 ft) on a residential property does not require a building permit. Fences over 2 m, pool enclosure fences (Ontario Building Code requires 1.2 m minimum with self-closing gates), and fences in certain setback zones may require a permit. Check with your local building department before construction.
Property Line and Neighbour Rules
Ontario's Line Fences Act governs disputes between neighbours about shared boundary fences. Both neighbours typically share costs for a fence on the property line. Hire a surveyor ($600–$1,200) if the property line is unclear — installing on the wrong side of the line can create costly disputes and removal orders.
Material Comparison: Longevity and Maintenance
- Pressure-treated pine: 15–20 years, needs staining every 3–5 years, most affordable
- Cedar: 20–30 years, naturally rot-resistant, beautiful grain, premium price
- Vinyl: 25–30 years, zero maintenance, fades slightly over time, higher upfront cost
- Aluminum: 30+ years, rust-proof, low maintenance, best for pool enclosures
- Chain-link: 20–25 years, lowest cost, utilitarian appearance, galvanized coating
