EV Charger Basics: Level 1 vs. Level 2

Level 1 charging uses a standard 120V outlet and adds 6–8 km of range per hour — typically sufficient only for plug-in hybrids or very low daily mileage. Level 2 uses a dedicated 240V circuit (like a dryer outlet) and delivers 30–50 km of range per hour, fully charging most EVs overnight. For most Ontario EV owners, Level 2 is essential.

Permit and ESA Requirements in Ontario

All EV charger installations in Ontario require an Electrical Safety Authority (ESA) permit, which must be obtained by a licensed electrical contractor (Certificate of Qualification in 309A — domestic, or 309C — industrial). This is not optional. An unpermitted EV charger installation voids your home insurance and can create fire hazards. The ESA inspects after installation.

The federal iZEV program and Hydro One's EV charger rebate (up to $500 for qualifying customers) can reduce installation costs significantly. Toronto Hydro and other local utilities periodically offer additional incentives. The Canada Greener Homes Grant does not currently cover EV chargers, but check nrcan.gc.ca for updates. Many municipalities also offer rebates for condos installing shared EV infrastructure.
